Avec ses 3 500 heures d\u2019ensoleillement par an, l\u2019Alg\u00e9rie est un des pays les plus riches en potentiel \u00e9nerg\u00e9tique renouvelable au monde. Les pouvoirs publics alg\u00e9riens misent sur la production d\u2019\u00e9nergies alternatives aux deux sources \u00e9nerg\u00e9tiques actuellement export\u00e9s, le p\u00e9trole et le gaz.<\/strong>
\nAlors que le taux d\u2019int\u00e9gration des \u00e9nergies renouvelables ne d\u00e9passe les 5 %, un plan national de d\u00e9veloppement des \u00e9nergies renouvelables a \u00e9t\u00e9 adopt\u00e9 pour la p\u00e9riode 2008-2017. Il pr\u00e9voit la production de 17 000 m\u00e9gawatts pour le march\u00e9 local et 6 000 MW pour les besoins d\u2019exportations. Soit 30 % du bilan \u00e9nerg\u00e9tique national d\u2019ici 2050.
\nTurbine \u00e0 gaz et \u00e9nergie solaire dans une m\u00eame centrale<\/strong>
\nPour atteindre ces objectifs les pouvoirs publics ont pr\u00e9par\u00e9 le terrain. Un cadre r\u00e9glementaire et institutionnel favorable a \u00e9t\u00e9 en effet mis en place. La loi relative \u00e0 l\u2019\u00e9lectricit\u00e9, \u00e0 la distribution public du gaz, de f\u00e9vrier 2002, la loi sur les \u00e9nergies renouvelables de 2004 et le d\u00e9cret sur les co\u00fbts de diversification ont d\u00e9j\u00e0 permis d\u2019encourager le d\u00e9veloppement des \u00e9nergies renouvelables.
\nLa centrale hybride de Hassi R\u2019mel en est un exemple. Utilisant le soleil et le gaz naturel pour produire 180 MW dans la zones gazi\u00e8re de Hassi R\u2019mel, c\u2019est le seul projet d\u2019envergure qui existe aujourd\u2019hui en Alg\u00e9rie. Il est aussi le premier \u00e0 l\u2019\u00e9chelle mondiale combinant turbines \u00e0 gaz et \u00e9nergie solaire.
\nTrois autres centrales doivent suivre \u00e0 ce projet pilote qui s\u2019\u00e9tendra sur une superficie de 152 hectares. Des miroirs paraboliques g\u00e9ants seront install\u00e9s sur une superficie de 18 hectares ainsi que des panneaux solaires de 100 m\u00b2 chacun pour g\u00e9n\u00e9rer de l\u2019\u00e9lectricit\u00e9. 300 millions d\u2019euros ont d\u00e9j\u00e0 \u00e9t\u00e9 investis dans le projet.
\nL\u2019Allemagne et l\u2019Espagne veulent investir<\/strong>
\nL\u2019agence spatiale allemande (DLR) et le centre espagnol de recherche sur le solaire (CIEMAT) apportent \u00e9galement leur contribution \u00e0 ce projet.
\nDe plus, les entreprises allemandes qui poss\u00e8dent une technologie tr\u00e8s avanc\u00e9e dans le domaine souhaitent apporter leur contribution dans le cadre d\u2019un partenariat visant \u00e0 promouvoir les \u00e9nergies renouvelables, notamment le solaire, l\u2019\u00e9olien et le nucl\u00e9aire. Le directeur g\u00e9n\u00e9ral de la Chambre algero-allemande, monsieur Hergenrother a pos\u00e9 ses conditions. Le cadre r\u00e9glementaire doit \u00eatre plus strict. \u00ab L\u2019Etat doit garantir l\u2019achat et fixer les tarifs pour l\u2019\u00e9nergie qui sera produite \u00bb, a-t-il expliqu\u00e9.
