Ceci va aussi permettre \u00e0 l\u2019Europe de d\u00e9localiser\u00a0 son CO2 de 95 % !<\/p>\n<p>Le projet D\u00e9sertec, est un projet du lobby industriel chapeaut\u00e9 par les politiques. Il veut associer l\u2019Europe, l\u2019Afrique du nord et le Moyen Orient dans le domaine de l\u2019\u00e9nergie mais la plus grande partie du projet se d\u00e9roule en Alg\u00e9rie et plus pr\u00e9cis\u00e9ment dans le Sud Alg\u00e9rien d\u2019o\u00f9 l&rsquo;enjeu strat\u00e9gique de <strong>s\u00e9curiser cette r\u00e9gion loin des bandes islamiques qui ont pris refuge au Nord du Mali<\/strong> !<\/p>\n<p>A cause des problemes s\u00e9curitaires, beaucoup d\u2019industriels restent septiques.; retrait de Siemens de la DII (Desertec Industrial Initiative), annonc\u00e9 fin octobre et de Bosch en novembre \u00e0 cause de la conjoncture \u00e9conomique. L&rsquo;Espagne s&rsquo;est d\u00e9sist\u00e9 au dernier moment et le projet est toujours en questionnement !<\/p>\n<p>En f\u00e9vrier 2010, le consul des \u00c9tats-Unis \u00e0 Munich informe Washington sur l\u2019opportunit\u00e9 que l\u2019initiative Desertec pour les industriels am\u00e9ricains tout en focalisant sur le<strong> probl\u00e8me politique qui DOIT \u00eatre r\u00e9solu<\/strong> !!!<\/p>\n<p>\u2013\u00a0<a href=\"http:\/\/www.wikileaks.org\/cable\/2010\/02\/10MUNICH28.html\" rel=\"external\">r\u00e9v\u00e9l\u00e9 par Wikileaks sous la r\u00e9f\u00e9rence 10MUNICH28<\/a>\u00a0\u2013, Le r\u00e9assureur<\/p>\n<p><em>\u00ab\u00a0s\u2019attend \u00e0 ce que ce ne soient pas les questions financi\u00e8res ou technologiques, <span style=\"color: #993300;\"><strong>mais les obstacles politiques<\/strong><\/span>, qui demanderont dans l\u2019imm\u00e9diat le plus d\u2019\u00e9nergie et d\u2019attention de la toute nouvelle soci\u00e9t\u00e9 Desertec Industrial Initiative (DII). Bien que le concept Desertec comprenne \u00e9galement le photovolta\u00efque, l\u2019\u00e9olien, l\u2019hydraulique, la biomasse et le g\u00e9othermique, l\u2019accent est mis sur les centrales thermiques solaires qui devront \u00eatre situ\u00e9es dans des r\u00e9gions politiquement instables&#8230; DII <strong><span style=\"color: #993300;\">d\u00e9pendra en particulier des contacts de la France en Afrique du Nord pour surmonter les obstacles politiques dans les pays d\u2019accueil potentiels<\/span>&#8230;<\/strong> \u00bb<\/em><\/p>\n<p>En novembre 2009, les analystes de Stratfor parle de <strong>colonisation solaire<\/strong> <a href=\"http:\/\/www.afrol.com\/articles\/34588\" rel=\"external\">un article d\u2019Afrol (2 novembre 2009) au sujet de Desertec ;<\/a><\/p>\n<p><em>\u00ab L\u2019Europe a besoin d\u2019alternatives \u00e0 l\u2019\u00e9nergie russe et l\u2019Afrique du Nord est un bon endroit o\u00f9 chercher car, contrairement \u00e0 son rapport avec la Russie, le rapport de puissance qu\u2019a l\u2019Europe avec l\u2019Afrique est positif. En d\u2019autres mots, <strong>si le Mali emmerde [sic] les fermes solaires, l\u2019Europe peut d\u00e9molir le Mali<\/strong>. Cela dit, ce projet n\u2019irait pas sans poser des probl\u00e8mes de s\u00e9curit\u00e9\u00a0: <strong>il faudrait encore s\u2019entendre avec toutes sortes de tribus berb\u00e8res et les r\u00e9fractaires d\u2019Al-Qa\u00efda essayant de couper les lignes \u00e9lectriques. Ce projet exigerait donc de l\u2019Europe le d\u00e9veloppement d\u2019<span style=\"color: #993300;\">une infrastructure de s\u00e9curit\u00e9 comp\u00e9tente pour intervenir en profondeur en Afrique du Nord<\/span><\/strong><span style=\"color: #993300;\">.<\/span> Les ONG hippies <strong>ont raison quand elles disent que \u00e7a m\u00e8nerait \u00e0 un \u00ab\u00a0<span style=\"color: #993300;\">colonialisme solaire\u00a0<\/span><\/strong><span style=\"color: #993300;\">\u00bb<\/span>, sauf que, contrairement \u00e0 elles, la perspective m\u2019enthousiasme r\u00e9ellement.\u00a0\u00bb<\/em><\/p>\n<p>Le lien direct entre cette guerre du Mali et le projet Desertec se trouve renforc\u00e9 avec ces r\u00e9v\u00e9lations. Ce qui est vis\u00e9 n&rsquo;est nullement le Mali mais bien l&rsquo;Alg\u00e9rie. A giant solar energy project<br \/>\nin the desert is to provide Europe with 15% of its electricity needs.<\/p>\n<p>This time, it is for real. Twelve major companies in the electricity and<br \/>\nfinance sectors gathered in Munich to create the foundation \u00ab\u00a0Desertec<br \/>\nIndustrial Initiative.\u00a0\u00bb The euro 400 billion initiative is to secure giant<br \/>\nsolar energy projects in North Africa.<\/p>\n<p>The consortium includes Germany&rsquo;s most known giant companies, such as<br \/>\nDeutsche Bank and Siemens and the country&rsquo;s leading energy companies E.on<br \/>\nand RWE. Also Swiss-Swedish ABB is on the team. The German government,<br \/>\neager to become less dependent on Russian gas, has already expressed its<br \/>\nsupport to the initiative.<\/p>\n<p>While Desertec was founded already in 2007, this weekend&rsquo;s development<br \/>\nmeans that the long-known idea finally has been found as realistic by<br \/>\nEurope&rsquo;s main companies, now willing to invest in the initiative.<\/p>\n<p>And the initiative has not been scaled down after passing through the<br \/>\ncapital reality check. Indeed, Desertec aims at starting its first energy<br \/>\nproduction already in 2015. By 2050, some euro 400 billion are to be<br \/>\ninvested, and by that time Desertec is to provide Europe with some 15<br \/>\npercent of its energy needs.<\/p>\n<p>Saharan solar power thus is seen as the most realistic large-scale energy<br \/>\nproduction that is environmentally friendly and can substitute fossil<br \/>\nfuels during the next decades. In addition to meeting environmental<br \/>\ndemands, it also is to contribute to the economic development of Europe&rsquo;s<br \/>\nnext door neighbours in North Africa.<\/p>\n<p>Paul van Son, the Dutch CEO of the new consortium, assures that North<br \/>\nAfrican states also will get their share of economic and power gains from<br \/>\nthe giant project. African consumer were to get their fair share of power<br \/>\nsupply and infrastructure, Mr van Son emphasised. But the relative low<br \/>\npopulation density in North Africa would still give a great power surplus<br \/>\nfor Europe, Desertec holds.<\/p>\n<p>No decisions have been made yet on where the focal point of solar energy<br \/>\nproduction would be. Plans are for landing power in South Spain, meaning<br \/>\nit needs to pass from Morocco over the Straight of Gibraltar. But the<br \/>\nvague maps of production indicate that Algeria&rsquo;s, Mauritania&rsquo;s and Mali&rsquo;s<br \/>\nvast deserts may become key production sites. Other landing sites could be<br \/>\nvia South Italy &#8211; including Libyan and Egyptian production sites &#8211; and<br \/>\nGreece.<\/p>\n<p>Technology now was ready to use, the consortium holds. It plans to use<br \/>\nimproved concentrated solar power technology, which uses the sun to heat<br \/>\nwater to very high temperatures, fuelling power steam turbines to generate<br \/>\nelectricity. Giant mirrors are to concentrate solar rays to heat the<br \/>\nwater. The problem of energy loss on long transport ways to Europe was to<br \/>\nbe solved by newly developed hi-tech cables that suffer little conductive<br \/>\nloss of power.<\/p>\n<p>Desertec&rsquo;s plans have generally been welcomed by the public, politicians<br \/>\nand state leaders as an innovative way to secure environmentally<br \/>\nsustainable energy for Europe. Several African governments already had<br \/>\nindicated their interest is providing production sites, according to<br \/>\nDesertec.<\/p>\n<p>Only some development NGOs have warned against a \u00ab\u00a0new solar colonialism.\u00a0\u00bb<br \/>\nAdditionally, some German market analysts during the weekend doubted the<br \/>\ngiant project could ever be realised.
